Agile Product Owner

Job Description
GeoComm is a nation-wide leader in providing public safety GIS solutions that help route emergency calls, map emergency caller and incident locations and provide GIS data quality control, transformation and aggregation of 9-1-1 data. 
 
Description:
The Agile Product Owner will work with agile teams developing software applications for the public safety industry.  Successful candidates will demonstrate a passion for liaising between product management and software development and for leading high performing agile teams. This position is exempt and reports to the Manager of Software Development.
 
Responsibilities:
  1. Create a collaborative environment across entire team including Architect, development team, testing, documentation, and Product Manager.
  2. Work with Product Management to understand product strategy and vision and provide the agile team with clear vision, direction and understanding of the product backlog.
  3. Work with Product Management to provide technical features and input to overall scope of release and determine proposed timeline for software development based on team velocity.
  4. Create, maintain and sequence the product backlog within a given release.
  5. Create user stories and acceptance criteria from epics and features granular enough for a single sprint completion and in advance of sprint planning.
  6. Review deliverable and demonstrable code after every sprint with the authority to accept or reject work.
  7. Develop application documentation for internal and external customers.
  8. Facilitate and participate in daily stand-up meetings, demos, retrospectives, grooming, sprint planning, release planning and other Scrum-related/Agile meetings.
  9. Steer the project to ensure delivery of business value – removing impediments, averting “feature creep” and escalating issues and risks.
  10. Coordinate work from customer service and implementation departments that is needed to deploy and support the product.
  11. Track and communicate progress against the release goals and plan.
  12. Assist in team development while holding teams accountable for their commitments and ensure that each team member is fully engaged in the project and making a meaningful contribution.
  13. Ability to apply techniques to establish, motivate and retain high performance Agile teams including creating a culture of knowledge sharing – encouraging, mentoring and facilitating knowledge transfer within the team.
  14. Participate in the continuous improvement of GeoComm's standards and best practices for software development.

Qualifications:
  • BS/MS in Computer Science, Software Engineering, BCIS or related fields or equivalent work experience
  • 6+ years of experience in software application development, project management or business systems analysis
  • Experience in developing and implementing software development processes
  • Ability to establish priorities and work independently on multiple tasks
  • A strong understanding of Agile software development methodologies and practices
  • Ability to communicate information upwards, to the team and other departments
 
Preferred Experience:
  • Certification as a Scrum master (Scrum or Scrum Alliance), Product Owner (Scrum or Scrum Alliance) or Business Analyst (IIBA or PMI), Project Management Professional (PMI) or Agile Certified Practioner (PMI)
  • Experience in leading teams working on large, mission-critical applications
  • Experience in GIS applications and/or Esri technology
  • Experience with VersionOne or similar backlog management tools
